How surplus escheats here
When a Rhode Island tax sale (R.I. Gen. Laws title 44, ch. 9) or mortgage foreclosure produces a
surplus that the disbursing party or court cannot pay to the owner, the dormant
residue is reportable to the General Treasurer as abandoned property under R.I. Gen. Laws
ch. 33-21.1. The taking is custodial — the state holds the funds for the owner and the
owner’s claim is not extinguished by the dormancy period. Rhode Island’s ch. 33-21.1 sets its
own abandonment periods (commonly three years for the general category).

▸ For Investors / Operators. Surplus reaching the General Treasurer is a former-owner asset downstream of acquisition; it does not revive redemption or cloud title. Confirm on the rhode-island page how surplus is disbursed and whether a reclaimable pool exists post-Tyler.
