Camden County, New Jersey — Tax Sale & Surplus Procedure

Local operations layer. The legal framework (redemption periods, surplus rights, statutes, case law, the post-P.L.-2024-c.39 reform) lives on the parent page → new-jersey. This page covers how Camden County actually runs it. Legal information, not legal advice. Last verified: 2026-06-02.

Critical jurisdictional note — NJ sales are MUNICIPAL, not county. Under New Jersey law, all 37 Camden County municipalities conduct their own independent tax-lien-certificate (TSC) sales — there is no county-level tax sale aggregator or consolidated platform. Camden County itself does not hold tax sales. The Camden County Sheriff conducts mortgage foreclosure (and post-P.L.-2024-c.39 judicial/Internet tax-cert) sales, which are a distinct proceeding from the municipal tax-lien sales. Surplus from sheriff sales is deposited with the NJ Superior Court Trust Fund in Trenton (not with the county). See C1 and C3 for full detail.

C0. Identity

  • County seat: Camden City, NJ 08102
  • Population: 523,485 (2020 Census)
  • Recording unit: county — deeds, mortgages, and TSCs are recorded at the Camden County Clerk’s Office, Room 102, 520 Market Street, Camden, NJ 08102
  • FIPS: 34007
  • Number of municipalities: 37 (each conducts its own TSC sale)
  • Parent legal framework: new-jersey

C1. Local Tax Sale

Municipal — not county — sales. Camden County has 37 municipalities. Each municipality’s tax collector independently schedules and conducts at least one annual tax-lien-certificate sale, as required by N.J.S.A. 54:5-19. There is no county-wide tax sale platform or consolidated Camden County bidding portal. Investors must monitor each municipality separately.

  • Conducts own county-level sale? No. Tax-lien-certificate (TSC) sales are conducted by each of Camden County’s 37 municipal tax collectors. The county’s role is limited to recording TSCs and sheriff’s deeds at the County Clerk’s office. (NJ DLGS — Elements of Tax Sales)

  • Municipal platform (predominant): Multiple Camden County municipalities use newjerseytaxsale.com for online auctions. Confirmed examples:

  • Platform vendor: The newjerseytaxsale.com platform is used by both Camden City and Voorhees Township. Millville, NJ (a separate city using the same platform) states: “Online auctions require a deposit and registration to be done 1 week in advance of sale.” The full platform vendor name behind newjerseytaxsale.com has not been retrieved from official sources. needs_verification (specific vendor name / registration deposit amount not confirmed from a retrieved official Camden County page; tutorials stated to be available on each municipality’s subdomain.)

  • Sale calendar: annually per municipality; typically in the fall for the prior year’s delinquencies, though some municipalities hold sales in spring or summer (Camden City: April; Voorhees: June/July). Exact dates vary by municipality and year. (NJ DLGS; City of Camden — Revenue Collections; TCTANJ)

  • Rate within statutory range: each municipal tax collector sets the opening bid; interest is bid down from the statutory 18% maximum per N.J.S.A. 54:5-32. Once bid to 1%, a premium is bid up. No Camden County–wide deviation from the statutory rate band has been identified.

  • Registration / deposit: for online (newjerseytaxsale.com) sales, registration and deposit are required approximately 1 week before the sale; winning bidders must pay the full delinquency + interest immediately at close. A bidder information sheet (name/address/tax ID/certificate delivery preference) is required. For in-person sales, bidders pre-register with the municipal tax collector before the sale date. needs_verification (exact deposit amount for online Camden County municipal sales not retrieved from a primary official Camden source; general NJ practice is payment-in-full immediately after winning bid, per N.J.S.A. 54:5-32 and DLGS guidance.)

  • TSC recording: the successful bidder must record the TSC at the Camden County Clerk within ~90 days of sale. The County Clerk’s office is at Room 102, 520 Market Street, Camden, NJ 08102; Phone: (856) 225-5300; e-recording is available. (Camden County Clerk)

  • Delinquent list location: each municipality publishes its own delinquent parcel list, typically on the newjerseytaxsale.com platform subdomain, viewable free of charge approximately 30 days before the sale. Property assessment and ownership data (block/lot/owner) can also be searched via the Camden County Property Assessment Search Hub (Board of Taxation resource).

  • Sheriff sales (distinct from TSC sales): The Camden County Sheriff conducts mortgage foreclosure sales and, post-P.L.-2024-c.39, court-ordered judicial or Internet tax-cert sales. Sale listings: salesweb.civilview.com (Camden County — countyId=1) (Tyler Technologies / CivilView platform; 213 properties listed as of June 2, 2026). Confirmed 2026 sale dates: June 3, June 17, July 1, July 15, August 5, August 19, September 2, and continuing at a biweekly cadence. Sales are held at the Camden City Council Chambers, 520 Market Street, 2nd Floor, Camden, NJ 08102, on the first and third Wednesday of each month (excluding holidays) at noon. (Camden County — Foreclosure Sales Information)

  • Sheriff sale bidding:

    • Deposit: 20% of winning bid due immediately; cash is accepted up to $500; otherwise certified or treasurer’s check.
    • Community Wealth Preservation Program (CWPP) participants: 3.5% deposit required; sign-in at 9:00 a.m. on sale day.
    • All properties are advertised in the Courier-Post (Tuesdays) and local weekly papers once per week for four consecutive weeks before the initial sale date. (Camden County — Foreclosure Sales Information)

C2. Local Redemption → framework: right-of-redemption

  • Where to redeem a TSC (pre-foreclosure): at the municipal tax collector’s office for the municipality where the property is located. The tax collector computes the exact redemption amount (certificate + bid interest ≤18% + 2/4/6% redemption penalty + any subsequently paid taxes with interest + lawful costs). Once a foreclosure action is pending in Superior Court, the party redeeming must intervene in the court action. (Simon v. Cronecker, 189 N.J. 304 (2007); new-jersey Module 2.) For City of Camden: Bureau of Revenue Collections, 520 Market Street, City Hall Room 117; Phone: 856-757-7003/7002/7004/7134. (City of Camden — Revenue Collections)

  • Where to redeem a sheriff’s-sale property (post-sale): within the 10-day redemption period after the sheriff’s sale (R. 4:65-5); redemption is effected through the court action. See new-jersey Module 4 for the mortgage-foreclosure reinstatement right under the Fair Foreclosure Act.

  • Local fees: no Camden County–specific fee deviations from the statutory schedule have been identified. Deviations from state default: none confirmed.

  • Redemption contact: the individual municipal tax collector for the municipality where the property is located. The Camden County Board of Taxation provides a municipal assessors/collectors directory at: camdencounty.com/service/board-of-taxation/municipal-tax-assessors-tax-collectors/ (Board of Taxation, 509 Lakeland Road, Blackwood, NJ 08012; Phone: 856-225-5238 or 856-225-5242; Email: ccboardoftaxationinfo@camdencounty.com.) (Camden County — Board of Taxation)

C3. Local Surplus / Excess Proceeds → framework: surplus-funds

BUSINESS-CRITICAL for surplus-recovery operations. There are two distinct surplus streams in Camden County: (A) mortgage foreclosure sheriff’s-sale surplus and (B) post-P.L.-2024-c.39 tax-cert judicial/Internet-sale surplus. Both are deposited with the NJ Superior Court Trust Fund in Trenton under N.J.S.A. 2A:50-37, not with Camden County. Camden County government does not maintain or publish a surplus list.

(A) Mortgage Foreclosure Sheriff’s Sale Surplus

After a Camden County sheriff’s sale, the Sheriff pays the foreclosing lender’s judgment amount (plus fees and commissions) first. Any surplus is sent to the NJ Superior Court Trust Fund Unit after the buyer has paid the full balance. “Distribution may take up to two months.” Former homeowners and junior lienholders claim their share by filing a motion in the Superior Court (Camden Vicinage docket) citing N.J.S.A. 2A:50-37. (Camden County — Foreclosure Sales Information)

(B) Tax-Cert Judicial/Internet-Sale Surplus (Post-P.L.-2024-c.39)

Under the reform act (eff. July 10, 2024), a TSC holder who forecloses via a court-ordered sheriff’s sale or Internet auction must, after satisfying the lien and a 10%/$5,000 admin-cost first lien, deposit any surplus with the Superior Court Clerk. Distribution follows N.J.S.A. 2A:50-37 priority. See new-jersey Module 3 for the full reform mechanism.

Internet auction status for Camden County: P.L. 2024, c.39 (N.J.S.A. 54:5-98.1 and 54:5-98.2) authorizes Internet auctions “through the office of the county sheriff,” but the statute explicitly provides a fallback: “In the event that the sheriff has not established an Internet auction, the owner or the owner’s heirs shall only be entitled to a judicial sale.” Whether the Camden County Sheriff has established a separate Internet auction mechanism (distinct from the in-person CivilView-listed sales) has not been confirmed from retrieved sources. needs_verification (P.L. 2024, c.39)

Claim filing venue:

Note: Camden County’s Superior Court (Camden Vicinage) processes the underlying foreclosure docket. Surplus funds flow to the Trust Fund Unit in Trenton, not to the Camden courthouse.

Camden Vicinage address (for filing motions to claim surplus): Camden County Hall of Justice, 101 South Fifth Street, Camden, NJ 08103 Main Phone: 856-650-9100 · Civil Division ext. 43220 (NJ Courts — Camden Court Offices/Divisions)

Claim form: a motion (R. 4:64-3 or R. 4:57-2) filed with the court in the underlying foreclosure action; the Trust Fund Unit provides a proposed order form and a Practitioner’s Guide for use when seeking withdrawal from the Trust Fund. needs_verification (specific form name and PDF URL not confirmed from a retrieved Camden-specific NJ Courts page; contact the Trust Fund Unit at 609-421-6100 or the Camden Vicinage Civil Division for current forms.)

Local deadline notes:

  • Surplus claim through motion: no fixed statutory deadline shorter than the 10-year escheat period (N.J.S.A. 46:30B-41) — but the practical window closes when funds escheat to the NJ Treasury Unclaimed Property Administration. An annual escheat notice listing all statewide matters (by docket number) is published by the NJ Courts. (NJ Courts — Trust Fund Escheat Notice 2026)
  • The demand to convert a TSC strict foreclosure to a sale (to preserve equity under P.L. 2024, c.39) must be made before entry of final judgment in the foreclosure action. (new-jersey Module 3.)

Unclaimed-funds list published?

  • Camden County level: No confirmed county-level surplus list. The Camden County Sheriff’s Office forwards surplus funds to the Superior Court Trust Fund in Trenton. No county-maintained list has been identified in retrieved sources.
  • State level (NJ Courts): The NJ Superior Court Trust Fund publishes an annual escheat notice listing all matters (by docket number, including Camden County “CAM-” docket numbers) scheduled to escheat in the upcoming year if unclaimed. This is the primary way to locate unclaimed Camden County foreclosure surplus. (NJ Courts — Trust Fund Escheat Notice 2026)
  • Escheat: 10 years of inactivity → presumed abandoned → escheats to NJ Treasury Unclaimed Property Administration under N.J.S.A. 46:30B-41. (NJ Courts — Trust Fund Escheat Notice 2026)

▸ For Investors / Operators — Camden County has no county-level tax sale — all 37 municipalities conduct independent TSC sales (Camden City uses camden.newjerseytaxsale.com in April; Voorhees Township uses voorhees.newjerseytaxsale.com in June/July). The Camden County Sheriff (Charles Billingham; (856) 225-5531) holds mortgage foreclosure and post-P.L.-2024-c.39 judicial tax-cert sales at Camden City Council Chambers, 520 Market Street, 2nd Floor, at noon on the first and third Wednesday of each month; 213 active listings were confirmed as of June 2, 2026 at salesweb.civilview.com (countyId=1). Standard deposit is 20% (cash capped at $500; otherwise certified check); CWPP-eligible buyers pay a 3.5% deposit. City of Camden industrial parcels may carry ISRA environmental-liability exposure — investigate status before bidding. TSCs must be recorded at the Camden County Clerk (Room 102, 520 Market St.; (856) 225-5300) within ~90 days.

▸ For Former Owners — Camden County sheriff’s-sale surplus is deposited with the NJ Superior Court Trust Fund Unit in Trenton (P.O. Box 971, Trenton, NJ 08625-0971; 609-421-6100; SccoTrustfund.Mailbox@njcourts.gov) — not at the Camden courthouse. To claim, file a motion (R. 4:64-3) in the Camden Vicinage foreclosure docket (Camden County Hall of Justice, 101 South Fifth Street, Camden; Civil Division ext. 43220); the check is issued from Trenton. Confirm whether funds have been deposited first with the Sheriff’s Sales Division: (856) 225-5531. Unclaimed funds scheduled to escheat under N.J.S.A. 46:30B-41 (10-year dormancy) appear in the NJ Courts annual escheat notice listing Camden County “CAM-” docket numbers; escheat deadline for 2026: September 30, 2026.

Note — no county-level Tax Collector: Camden County does not have a county-level tax collector. Property taxes are collected by each of the 37 municipal tax collectors. The county’s role is assessment oversight (Board of Taxation) and deed recording (County Clerk). A directory of all 37 municipal tax collectors is available from the Board of Taxation’s office.

C5. Local Procedure Notes

  • Municipal sales — 37 independent processes: Camden County’s 37 municipalities each run their own TSC sales. Investors must monitor individual municipal websites, check the TCTANJ aggregator (tctanj.org/cn/webpage.cfm?tpid=14659), or contact municipal tax collectors directly. There is no county-mandated single portal. (TCTANJ — Tax Sale Listings)

  • Platform mix: Confirmed Camden County municipalities using the newjerseytaxsale.com online platform include Camden City (April sale) and Voorhees Township (June/July sale). Other municipalities may use in-person or different online formats. Each municipality chooses its format annually.

  • City of Camden industrial-property warning: The Camden City Revenue Collections office warns that “industrial properties may be subject to” environmental cleanup laws (the Industrial Site Recovery Act / ISRA) that can prevent municipalities from issuing certificates to parties connected to prior property owners/operators. Bidders should investigate environmental status before purchasing certificates on industrial parcels. (City of Camden — Revenue Collections)

  • TSC recording at County Clerk: after purchase, buyers must record the TSC at the Camden County Clerk’s Office (Room 102, 520 Market Street) within ~90 days. E-recording is available. Phone: (856) 225-5300.

  • Sheriff sales — biweekly cadence: Camden County Sheriff sales are held on the first and third Wednesday of each month (excluding holidays) at noon at Camden City Council Chambers, 520 Market Street, 2nd Floor. Confirmed 2026 dates: June 3, June 17, July 1, July 15, August 5, August 19, September 2, and continuing. (Camden County — Foreclosure Sales Information; CivilView — Camden County)

  • CWPP preference at sheriff sales: The Community Wealth Preservation Program (CWPP) — a program favoring certain buyers at foreclosure sales — is offered at Camden County sheriff’s sales with a reduced deposit of 3.5% (vs. the standard 20%). This is an unusual local feature not present in all NJ counties. (Camden County — Foreclosure Sales Information)

  • Surplus flows to Trenton, not Camden: a common practitioner error is attempting to claim Camden County foreclosure surplus at the Camden courthouse directly. The funds are deposited with the Trenton Trust Fund Unit; a motion to withdraw is filed in the Camden County (CAM- prefix) docket, but the check comes from Trenton. The Camden Vicinage Civil Division can confirm whether surplus has been deposited.

  • Post-P.L.-2024-c.39 transition: the reform eff. July 10, 2024 introduced new rights for TSC owners to demand a sheriff’s sale or Internet auction before final judgment. Whether the Camden County Sheriff has established a distinct Internet auction mechanism is not confirmed from retrieved sources. See new-jersey Module 3 and 257-261 20th Avenue Realty, LLC v. Roberto, 259 N.J. 417, 327 A.3d 1177 (2025). (P.L. 2024, c.39)

  • Third-party recovery operations: no NJ statute capping surplus-recovery agent fees for TSC or mortgage-foreclosure surpluses has been identified from retrieved primary sources. Simon v. Cronecker, 189 N.J. 304 (2007) limits third-party intervention in redemption scenarios (third-party investors must intervene in pending foreclosure actions before redeeming tax certificates).
